Please understand the Arizona Department of Corrections (ADC) Mail Policy Rules. Arizona has implemented electronic mail processing. Knowing these rules ensures your postcard reaches your loved one.
The Arizona Department of Corrections transitioned all state facilities to electronic mail processing beginning in 2022. All routine incoming mail is scanned at a central processing facility and delivered electronically to residents via tablets or kiosks. Physical postcards sent through approved vendors like Flikshop are processed under this system. Flikshop handles the proper addressing automatically. ADCRR scans all incoming postcards and letters in full color and delivers them digitally to residents.

Flikshop postcards are printed in high resolution so photos remain vibrant and clear after scanning.

Scanned mail is uploaded to secure Securus tablets and remains accessible even if a resident transfers to another facility.

Residents without tablet access can view mail at a kiosk or their mail will be printed in a black and white copy for them to view.

Publications, packages, and legal mail continue to follow separate ADCRR physical delivery procedures.

ADCRR prohibits mail containing nudity, gang-related content, weapons, drug use, violence, or material that threatens facility safety and security.

Address labels and stickers are not permitted on incoming mail.

Mail is typically scanned and made available within 3 -5 business days after arriving at the Dallas processing center.

Legal mail and official government correspondence are not processed through the digital mail center.
Digital mail rules apply to all ADCRR state and contracted facilities. County jails and federal BOP facilities in Arizona operate independently and may still accept physical mail.
