Please understand the California Department of Corrections and Rehabilitation (CDCR) Mail Policy Rule

California State Prisons follow Title 15 of the California Code of Regulations for all incoming mail. Individual facilities may have supplemental rules. Always confirm the specific address and any institution-level requirements with the facility directly. Flikshop's photos and printed materials are formatted to comply with CDCR standards.

  • Photographs are permitted in First-Class Mail, except photographs with attached backing, framed photographs that cannot be searched, Polaroids, negatives, and slides. Flikshop prints are compliant.

  • Mail must include the incarcerated person's full name, CDCR number, housing unit, and complete facility address. Missing or incomplete addressing will result in mail being returned to sender.

  • First-Class Mail weight limit is 13 ounces. Standard Mail is limited to 16 ounces. Mail exceeding these limits will not be delivered.

  • Letters are limited to no more than 10 pages per envelope. Cards must not include 3-dimensional attachments, stickers, or glitter. Flikshop Letters are formatted to comply.

  • Books, magazines, and packages cannot be sent directly by family and friends. They must be ordered through CDCR-approved vendors. Photographs and flikbooks sent via Flikshop comply with this requirement.

  • Disapproved mail is processed via CDCR Form 1819. The incarcerated person is notified in writing, and the sender is given the opportunity to determine how to dispose of the item.

  • Unacceptable mail is returned to the sender with the envelope annotated "Unauthorized Mail, Return to Sender." Flikshop re-ships at no charge if a delivery issue occurs.

  • Photographs sent through Flikshop or an approved vendor. Photos sent outside of approved vendor channels may be rejected.
